To get a nice fluffy rice that doesn't stick together you need to ensure that you have exactly the amount of water that will be absorbed by the starch in the rice. This will essentially make the rice fluffy, since no more water will be available for the rice to become gluey. Usually, one part rice to two parts water is about right, but check the instructions on the package to make sure about that. When cooking rice, heat it up to boil at highest temperature and then as it starts to bubble, reduce the heat to the lowest, cover with lead, and steam for the remaining time of cooking, without stirring.
